* Home Team is determined by the schedule of games.

* Teams may start and/or finish a game with 9 players, if only nine are available. (10 in 65 and 70 age divisions). There will be no penalty for being short a player unless a player is ejected and no substitute is available.

Ejection of player (s) that reduces a team to eight players (9 in 65 and over) will result in a forfeit. A player removed from the game for any reason and has no substitute, shall be declared an out each time that position comes up in the batting order.

* Time Limit: When the time limit of 60 minutes expires, the teams will finish that inning and play one more complete inning, if necessary. The clock will stop if there is an injury requiring medical attention or there is a protest. The clock will start when the Umpire calls “play ball“.

* Lineup: As many as 15 players may be designated in the batting order, any 10 may play defense (11 in 65 and over divisions).

* Double First Base: A safety base is mandatory for first base. The safety base must be placed so that the colored portion is where the first base normally would be and the colored portion in foul territory. A runner MUST touch the colored portion of the base on the initial play to the base or be called OUT. After the initial play, the base runner must always use the white portion of the base. A runner in contact with the colored portion is considered OFF the base. An exception to this rule in initially running to the base is that the runner can touch the white portion of the base if he is trying to avoid a collision. * A STRIKE ZONE MAT shall he used in all FHCASA games. Each legal pitch (6’ to 12’ arc), not swung at, that touches ANY portion of the plate/mat shall constitute a strike on the batter. The delivery is a continuous motion and delivered the first time past the hip with no stop, or reversals, or windmill or behind the back or through the legs. Any pitch deemed illegal shall be called “illegal Pitch’’ immediately by the Umpire and a ball awarded to the batter.

* DOUBLE HOME PLATE: Runners must touch the second home plate adjacent to the right handed batters box in order to be safe at home. Defensive players can only touch the original home plate and runners can only touch the second home plate. Runners tagged by the defensive team will NOT be out. If the runner touches the original home plate, he will be out and the ball will remain live. THIS IS NOT AN APPEAL PLAY. Once a runner crosses a line 20 feet from home plate, he cannot return toward third base. The runner will be called out if he returns and the ball will remain live.

* Mercy rule, 20 runs lead after 3 innings, 15 after 4 innings, 10 after 5 innings.

* No home run limit rule. However, if the field is less than 275 feet (height of the fence does not matter), any team may hit only ONE HOME RUN (over the fence type) per GAME. The second and succeeding hits over the fence will be a single.

 

* Courtesy Runners: Unlimited courtesy runners are allowed at any time in 50, 55, and 60 plus age divisions, and may be any player on the roster. - Courtesy runners at any base have to be entered before the first pitch to any batter. Once the pitch is thrown to the batter, NO runner will be allowed to enter the game until the next batter is up. Managers are encouraged to have the runner ready to run in a timely manner. - Courtesy runner is in the game when the base is touched. - A player may be a courtesy runner only once per inning. - A courtesy runner may not replace a courtesy runner, except for an injury. The injured player must be removed from the lineup and cannot return to the game. Any player replaced by a courtesy runner may not become a courtesy runner in that same inning. - Penalty for use of ineligible courtesy runner will be the removal of the runner from the base and an out is recorded against the batter for whom the courtesy runner’s used. All other base runners must return to the base held prior to the batters turn at bat. In the event a courtesy runner is on base when his turn at bat comes up, he will declared out on base and take his turn at bat.

* TIE BREAKER RULE: When games are tied after 7 innings, each half inning shall start with the last batter from the previous inning on 2nd base until such time as the game is completed. The courtesy runner rule may be applied. A substitute, if available, may be used.

*Scheduled game time is forfeit time. However, teams are required to be at the field, ready to play 1/2 hour before scheduled game time for possible early starts. Forfeit times for early starts shall be 5 minutes after the prior scheduled game has finished, provided the time is within ½ hour of scheduled game time.

*Scorekeepers shall enter on the FHCASA score sheet for each game, the team name, schedule number, the start/finish time and the Umpires names (plate and field). The batting order must have each player’s last name and uniform number.

* Umpires (ISA) shall not be members of any team participating in the tournament.

* Umpires shall start each game within 5 minutes after the previous game.

* No more than 1 minute will be allowed between innings, (from last out to batter up) for not more than 3 warm up pitches and infield warm up. When the umpire calls, “Batter Up”, the game ball should he returned directly to the pitcher.

* Any player carrying his bat to first base or beyond shall be called out. (Safety rule passed 10/99)    (ISA Rule 6, Section 6. Par. L)

* Protests are to be resolved immediately before the next pitch. The Tournament Director or/and Commissioner shall be called for immediate resolution. Continuance of play without resolution voids the protest.

* A 3rd strike foul ball shall be live so that base runners may tag up and advance, if they wish, after the catch by the fielder in the air. (Voids ISA rule that the ball is a dead ball.)

* No titanium alloy bats shall be used (ISA Rule 2. Sect 2A )

* There shall be no base stealing at any time.

* Any player ejected from a game shall be suspended from playing the next scheduled tournament game. All ejections shall be reported to the Commissioner and documented by the Umpire for action by the Commissioner and Board.

* Hit a home run and sit rule- A player who hits a home run over the fence has the option to just touch first base and return to the dugout. All players who are on base will have to touch the next succeeding base and they can return to the dugout also. Any player who does not touch the succeeding base can be called out by an appeal to the umpire. If the player being appealed is the third out of the inning, the home run will be nullified and only the runs ahead of that runner will score.

* A Pitching box of six feet from the pitching mound toward second base shall be used. A pitcher may pitch with a foot anywhere inside or touching this box. No pitching mat shall be used. Chalk lines shall be provided to outline this box.

* Except specified herein. ISA playing rules will prevail.

Playing Rules ONE PITCH FORMAT

ALL GAMES SCHEDULED FOR 40 MINUTES Teams MUST be on the field at least one full game time before their next scheduled game and must be ready in case there is an early start time. Scheduled time is merely a guide, Games will start immediately following the completed game.

ONE-PITCH 7 INNINGS Batters can either put the ball in play or take a 1-pitch walk or a 1-pitch strikeout, A batted foul ball results in an out.

WARM-UPS & BETWEEN OUTS One minute will be allowed for 3 warm up pitches and 1 round of infield practice at the start of the game only. Once the game has started, only ONE warm up pitch will be allowed and NO infield. After play has ceased, the ball must be returned directly to the pitcher when the umpire calls time out.

THE 40 MINUTE TIME LIMIT WILL APPLY ON THE GAMES, IF NECESSARY.

ANY GAME PARTIALLY COMPLETED ON SATURDAY will be completed finishing the inning with the regular format. However, any new inning will now start with the one pitch format.

 

GAMES CAN BE COMPLETED IN 40 MINUTES OR LESS IF: * Lineups are prepared in advance for all games and given to the scorekeeper. Teams vacate the dugouts quickly and everyone hustles on and off the field, * On deck batters are ready. Courtesy runners are ready. Time outs are kept to a minimum.
